They do so on the ground of discouraging people to pay bribe to police.&lt;/div&gt;

&lt;div&gt;Doing so the police is putting the blame of bribes on the people and not the force. And they naively believe people bribe is because of the amount of money, actually most of the time I heard from 'kopitiam' (cafe) conversation is people are lazy to travel to the police station to pay summons. I wonder where they have the statistic to proof money is the reason to reduce fine. Internal Security and Public Order Director Commissioner Datuk Mustafa Abdullah responded by saying his dept got the power to do so without consulting Chan's ministry which is the transport ministry. &lt;/div&gt;
&lt;div&gt; &lt;/div&gt;
&lt;div&gt;Conclusion, this expose a few weakness with the administration&lt;/div&gt;
&lt;div&gt;1. Either Chan or Mustafa is not clear about their power. If Mustafa doesn't report to Chan, who is his boss? Is police not part of government?&lt;/div&gt;
&lt;div&gt;2. The execution force has no respect for the people elected government. Same case as th MPPJ issue with billboards.&lt;/div&gt;
&lt;div&gt;3. Administration officers make decision without statistic and solid proof. They do it out of their guts.&lt;/div&gt;
&lt;div&gt;4. Who is going to be responsible when the accidents rates indeed increase next year? I already heard friends they don't care about speeding since the fine so low.&lt;/div&gt;
